The core of Solutient’s mission is consistently improving the full gamut of governmental operations and effectiveness. Our firm specializes in key areas in which the government faces large and challenging tasks.

Our story

Success and evolution is in our roots: Solutient was founded by Dr. Robert Sternhell to specialize in evaluation of organizational programs implemented in federal, state, and local jurisdictions. Through the years, Dr. Sternhell evolved to serve through grant management and grant accounting. This spawned decades of specific concentrations in transit administration, public housing management, and transition management.

Following Hurricane Katrina, Solutient combined its existing FEMA project experience (notably in Region IV, Dallas) and newly invested resources to become the first to market with elevation and grant management services. Solutient has maintained a leadership position in this field since 2007.

Solutient is a second generation owned company, founded by Dr. Robert Sternhell and now led by President/CEO, Colin Sternhell.

Colin Sternhell

As President and CEO, Mr. Sternhell brings a strong business and economics background to the organization. In addition to his years as a business analyst to the firm’s executive staff, he is a  Certified Floodplain Manager (CFM) and is active in the Louisiana Floodplain Management Association (LFMA) and the Association of State Floodplain Managers (ASFPM). He is also a licensed State of Louisiana Residential Building Contractor.

Mr. Sternhell has extensive experience managing the implementation of residential elevation and reconstruction projects, and large-scale drainage and infrastructure projects within the Hazard Mitigation Assistance grant programs.

Through Federal policy expertise, Mr. Sternhell leads the review of construction proposals. He also leads key responsibilities around communications and meetings with homeowners, contractors, and other local government officials.

As a technical services expert, Mr. Sternhell supports project staff with policy interpretations and facilitating program implementation across the board.

Anatola Thompson

Ms. Thompson brings over 30 years of professional-level experience in federal program management and federal funding management.

Through her previous roles in government, recovery, and community programs, she has managed a combined total of over $100 million in funding. The programs she’s managed include CDBG, HOME, and ESG Programs (including public service activities), and housing rehabilitation programs. Ms. Thompson also facilitated the Stimulus Homeless Prevention and Rapid Re-housing Program which leveraged 3 community partners to carry out homeless prevention and rapid re-housing activities for eligible citizens. Through in-house program and partners, over 1,000 citizens received assistance.

Ms. Thompson is a  Certified Floodplain Manager (CFM) and is active in the Louisiana Floodplain Management Association (LFMA) and the Association of State Floodplain Managers.

Ms. Thompson leads our transit experts and housing specialists who provide day-to-day administrative and management services for programs such as Section 8.

Robert Sternhell, PhD

Dr. Sternhell has succeeded at expanding Solutient by finding new ways to support organizations in meeting their goals.

He is a scholar-turned-entrepreneur who combined academic rigor with practical market sense to build a successful business.

Prior to leading the University of New Orleans’ Master of Public Administration program, Dr. Sternhell worked with the Department of Justice, conducting more than five years of evaluations in criminal justice programs across the U.S. He evaluated nearly 100 programs ranging from prison rehabilitation to the crime impact of street lighting to sentencing practices in criminal courts and various police enforcement programs. His work led to his appointment as a national trainer for the Law Enforcement Assistance Administration where he evaluated programs across the Pacific Rim.

As Chairman of the Board, Dr. Sternhell continues to incorporate his expertise into the sixth decade of Solutient’s service.
